He's telling her to "get down" and that she's a "bad dog, baby", just like he would in a command to a canine pet, but this is not in the literal sense! He doesn't want her pawing him (pardon the pun!) and he explains, "keep your hands to yourself, I'm strictly out of bounds".
How people can't interpret these lyrics is beyond me! It's clearly about an over-zealous female fan of his.
